1. SQ check-in at FRA might be able to issue the connecting UA boarding pass
2. UA transfer desk at FRA might be able to issue it

Ideally my SQ flight will arrive within time in order to go to the UA transfer desk at SIN, but given that is not guaranteed, what are my chances of any of the others being successful?
I think your first plan has a good chance of working, even if SQ balks at first. On several occasions, I have successfully obtained UA boarding passes from SQ booked on different itineraries and from different airports. In once case, I was flying SQ from KUL to SIN and the SQ agent had no problems issuing my UA boarding for my SIN to NRT flight the next morning. In another instance, a SQ agent in DPS was able to issue a UA boarding pass for the next morning's flight from SIN to HKG, although she did require a fair amount of coaxing and encouragement. The bottom line is that even if agents say that they cannot do it, it
does seem to be technical possible.
