It's not just The City... A lot of city centres, on weekend nights, tend to have crowds outside - smoking, and people accompanying those smoking. It can vary from convivial and atmospheric to pavement-blocking and stumbling into traffic (my cycle to King's Cross on a Friday night is probably the one where I have to be most cautious all week!)
