Absolutely normal and legal. Passport controls are only suspended under the Schengen treaty and can be re instated by any Schengen member if they see the need for it. This happens normally during large international events like a large soccer tournament or some large political summit.

I wouldn't wonder if we will see passport/ ID checks at the German-French border during the NATO summit in April.
