It was pretty warm when I was in England a couple of days ago.

I don't know about smoking areas as I don't smoke, but Gatwick Manor (quite near Gatwick Airport) definitely has an outdoor area.

Outdoor areas are reasonably commonly seen in English pubs. I don't know if they are allowed to smoke in outdoor areas of a pub, but I assume so?
