Do Partner Flight Awards allow just one Star Alliance carrier?

My basic question is can I use an ANA Partner Flight Award and fly only one Star Alliance airline, for example United Airlines SFO-LON-SFO?

The ANA Sticky in this FlyerTalk forum states:

"Star Alliance Awards (Use of at least two airlines required)"

ANA restructured their award charts April 1, 2008 and the Partner Flight Awards page https://www.ana.co.jp/amc_e/guide/tokuten/star_hd.html.

ANA webpage states,

"Partner Flight Awards are eligible for use on only one airline other than ANA for non Star Alliance member airlines."

followed by,

"Two or more Star Alliance Member Airlines' flights can be used. In this case, the airlines can be combined flexibly."

The ANA site also says "As of April 1, 2008 (date of application), the necessary number of miles to redeem Star Alliance Flight Awards and Partner Flight Awards is consistent with new awards charts based on "distance". Moreover, the use condition of each airline was abolished, and the use conditions were united."

What is the current rule? Can an ANA Partner Flight Award be on a single Star Alliance airline or must at least two Star Alliance airlines be used for an eligible award ticket using ANA miles?
