The Celebrity ship had ZERO chairs on their partial promenade deck.
Any of the Grand class ships (including the larger versions such as the Caribbean, Crown, Emerald and Ruby) have promenade decks that require you to climb a set of stairs to go around the front. Still nice because you can generally get up there and actually look straight forward, unlike the promenade deck on say, the Coral Princess, but probably not as good for those that like to run.
The Sun class, the R class, and Coral/Island twins all have single level promenade decks (the Sun class might require going through some doors at the back from what I can find, I've never been on one, so don't know).
