I'm sure LY wants to be a part of an alliance. The question is - why will any alliance want LY? - LY does not bring any new destination (except maybe ETH), TLV is a terrible airport for connections, any flight from TLV to the east takes a much longer route - which is unnecessary for the non-Israeli passenger - only to name a few cons. All 3 major alliances cover TLV quite good as well.
