As long as your ticket is for Europe to MCO with only a connection in WAS (which is what I think you have here) then the 70 lbs. limit will apply for Europe to WAS to MCO. However, checking in at IAD for a flight to MCO may cause a little confusion for the agents, and they may try to charge you, as to them it would appear that you are simply traveling to MCO from IAD. If they do, I would tell them that WAS was only your connecting point, and that you are ticketed on a fare that is for travel from Europe to MCO, the connection is irrevelant in this case.
