MARC only runs on weekdays. Amtrak is pretty expensive. The only consistent option is the B30 metro bus, which is usually packed to the gills. I will do BWI in a pinch if it saves a lot of money... but DCA is vastly superior.
One way Amtrak fare is $18.00, is consistent , and only 28 minutes from BWI rail to Union Station. I'll grant you that DCA is more convenient, but it is still a 20 minute or so metro ride from DCA to say, Union Station, and Metro is usually packed to the gills.
