Seems the days of CX valuing their Premium Cabins has gone and they will take Y bookings and upgrade as they now see this as fiscally better business that an empty seat.
They have to pay for their unfortunate fuel hedging in any way they can.
This was occasionally the case even in the past. Last March many ex-SFO flights were way overbooked in Y (because of the Hong Kong Sevens). CX had to op-up many passengers. With fixed number of Y, J and F seats, their choice is limited. In this YYZ case, having another flight with each having 55% loading with mainly Y passengers is not really an option.
