I'd choose both if time allowed , but if only one was possible, I recommend basing a choice on whether you like a city that more outwardly features its classical/historical aspects (Wien), or one that mixes those aspects with a more modern scene in areas like art and popular music (Berlin).

Both are enormously rewarding cities, and you really can't make a "wrong" choice.
