I do not know how expensive the restaurants with a nice view are in NYC. E. g. in Shanghai last April I have been in the Hyatt on 86th floor with moderate prices. But my assumption is that NYC has a real add-on.

OK, maybe not good to compare Asia with US...
I don't know about restaurants but there is a bar called "230 Fifth", at, well, 230 Fifth Ave that is located on the roof of a building and has good views but expensive drinks. Really one just goes (and pays!) for the view - may be worth a short visit.

Millennium Hilton indeed is a good location for Century 21, but the WTC site right outside is not exactly the most uplifting thing to see out your window...
