Walking the entire Tanger Riverhead complex, especially with packages, will get very tiresome. They do offer a trolley with frequent stopping points throughout the outlet complex.
Do they have lockers? I couldn't tell from their website.

I thought there was a major road to cross....it's been a few months! Hey, at least there's a trolley.
