The last time I had to gate-check a bag due to allegedly full overheads (even in C) when I flew standby, the GA escorted me to the plane door and gave my bag to the bag handlers there, ensuring that the problem would not be "solved" by the passenger removing the gate-check tag on the jetway.
Exactly same thing happened to me yesterday before flight from DCA-ORD. She put on the tag and gave my bag to her colleague who took it from me as we boarded.
