^ if they're checking for connecting bags that missed the initial scan. I've seen too many instances coming off of my ex-US flights and see connecting bags at YYZ that should have been through-checked onto the pax's int'l flight. In fact, I even told an AC ground staff in one instance, and it was shrugged off, and they went back to doing whatever they were doing.

Then, when my bag got "lost" when connecting through YYZ from ORD-CDG, I realized what likely happened.
