Someone must have given a heads up about the audit to the baggage handles. Mine was 4th one off. All the early luggage was tagged. Never happened before and not optimistic will happen again
I see this fairly frequently. My guess is they're looking for a connecting bag that may have been missed in the initial scan and sort they do as the bags come off the plane. Though it might also just be an audit to make sure the right bags come out the chute.
