Yes, the 2 sections of the outlet are called Tanger 1 and Tanger 2. The distance between them is not too bad (walkable) and you do NOT have to cross a major road. You do have to contend with no sidewalks at that point, however. There are traffic lights there.
Walking the entire Tanger Riverhead complex, especially with packages, will get very tiresome. They do offer a trolley with frequent stopping points throughout the outlet complex.
