If you are a bit gutsy, you could take a cab from the Pen as late as 7pm and still catch your HND flight, it's an incredibly efficient airport. I don't think evening rush hour will be a major problem, even if you leave a bit earlier. The morning rush hour in Tokyo is the major one, evening rush hour is spread out over a longer length of time because of the tendency of many Japanese to work long hours.
