It's entirely possible to use a BOGO on prepaid rates. I've done this recently at a number of European ICs (Berlin, Prague, and Berchtesgaden), and if they had already charged my card for the entire stay, they just gave me cash. As for why would you use a prepaid rate when planning to use a BOGO, there are at least two reasons: It's cheaper, and you earn points when using your credit card.
