It isn't, and isn't supposed to be: it's a business product equal to best-in-class.
DL is not going to be a 3-class-of-service airline. It lacks
dominance in high fare, high traffic international long-haul hubs with enough travelers to support international first class: think London, Tokyo, Hong Kong.
It's the way of the world: lots of carriers have spent a decade dumping International First or limiting routes where it's available.
