yep its happened to me even with notifying them, but to be fair it happened to me when I used to use my Citi or Chase over there as well. My Moms NWA Visa was frozen the other week in LA due to her using it outside of NY.

So I dont think the freeze is just Cap1.

BTW all I had to do was call up, * keep in mind you want to do so when it will be at least 9am in the US as the India call center kept telling me there wasnt a freeze ,later that day when I asked for and got a US center, I asked for a $10 credit to take care of the fees my other CC was going to charge me and she did that and told me I was correct I did notify them and the freeze shouldnt have occured.

So I would still call up, and the calls I made to Cap1 was via a pay phone Called Collect to the reg# on the back of the CC, just informed the Verizion Op I got I was calling my CC bank and their message should say that it accepts Collect Calls. Just have a list of eitehr AT&T or Verzions (which is now MCI) 800 #s and code for those Countries you will be in, if you dont have a calling card just call up and tell them over here you want to make collect calls when over there using them. Better Verizion has a good rate calling card in Costco $30 and taht should supply you with most of teh #s
