Apparently there's a concerted effort to keep people away from the airport ticket counters going on. For the first time this week I was told that redeeming a Type B voucher in my name for a ticket in someone else's name also no longer required an airport visit, but rather could be done by mail with Dearborn if I sent a photocopy of my driver's license. Perhaps this is old news, but it was new to me.
