Bang on, except if the air was purchased through Trafalgar we wouldn't be having this discussion so sounds safe to assume the tour & air were booked separately. I would hope OP's TA advised him of the pitfalls of booking separately and let him make the decision whether to sometimes pay a slightly higher rate with the tour co. or roll the dice and book air elsewhere. This is the downside however and I'm afraid there's little recourse in this situation, though hope the nonref portion of the ticket isn't too high.

BTW am I reading it right or is OP shopping for insurance after discovering a reason why they need to cancel the airline ticket? Or is this more a question for next time?
