I use AIG Travelguard based in the USA that applies to Canadians travelling overseas. They have a plan that covers cancellation any time for whatever reason. They're also good for out of country travel accident/sickness beyond the allowable 90 days for most Canadian insurances. Their annual plan allows a full year out of Canada ! I have never seen any other travel insurance plan offer that. AIG also uses a concierge service that covers lost baggage services. On one of my trips when I lost my bags, AIG provided up to US$200 a day for delays, and the reps called the airlines on my behalf to inquire about the delay and they called me way before the airline themselves did (and I don't even think they did) to inform me that it has been found.

I think my annual plan is less than $200!
