I've seen people do this, haven't heard of them being blacklisted or their cc being charged the fare difference. Only thing is you won't get the miles YYZ-ORD.
But as the others said, it is often the market and the demand that dictates the price. Not necessarily the total amount of mileage involved in the itinerary.
