Capital One started out as a credit card for sub prime burrowers and has never changed their view, thinking that customers have little or no choice in putting up with their poor customer service.
Seems as though Capital One has always viewed their customers as potential deadbeats(maybe truer now then before). Have had Capital One for a long time and it sits unused outside of international trips. Even then used sparingly as you never know when they are going to decline, even if you supply list of countries and dates of travel.
Occasionally get notes from them asking what they can do to get better utilization from me. Suggestions offered, but not taken means that it goes back in the drawer.
