I'm not sure if it is still possible, but with AirFone, it was possible. When the passenger was seated, they would scan their credit card and then enter their own phone number (perhaps their home number). Then, a ground based user could dial AirFone's 1-800 number and enter the same number the passenger entered = it would call the plane. My guess - $9 per call plus $5 per minute in 1995.

For a brief period, TWA offered all you could talk for $20.
