Visa on arrival can generally be obtained at the airport. The article I quoted said that the new policy was yet to be implemented. This is Lao PDR, so it might happen before too long or might not.

Bring US Dollars for the visa, though I've seen Thai Baht used. Usually an extra $1 on weekends and holidays.
