Not 100% sure I admit, but Arrivals and Departures use separate levels in the terminal at HKG and you need to reclear security to connect to another flight. I doubt they bother with this for the ferry (you clear security at Macau or wherever on the way TO HKG by ferry). No borading pass presumably means no security clearance at HKG, which means no access to the departures level.
