It's not down, it's just very very picky.
I don't know why I was able to make it work for one of us initially. For him, it accepted the AF reference number as an identifier. For the rest of us, it insisted on the original Northwest e-ticket numbers (which had been replaced by new ones when AF cancelled one of our original flights). I only bothered to try that solution because I was so annoyed at not being able to use OLCI for no apparent reason.
I tried to retitle or delete this thread, but I don't know how.
