There was a Holiday Inn in Tampa that had some of the most horrible reviews I have ever seen for a hotel, with almost all reviewers rating it a 1, 2, or 3, and then several glowing reviews over the course of 3 days rating it a 5. That was definitely someone trying to scam the ratings.

I think so too. I look at the total number of reviews, check the low ones to see if any complaints really seem legit, but more generally look at the overall ratings. Any place with a lot of reviews is going to get someone who is unhappy about something,.
The complaint that I seem to see regularly is people who have had problems with their reservations, ended up having to stay somewhere else, and then give the hotel 1 star without having seen any of it but the lobby.
