If you're not departing one of the US airports in international first, it doesn't look promising that you'll get 1st class lounge access. IAD and ORD do not fit this criteria for your itin. Let us know how it turns out, though.
He will get access at IAD, I have always been granted access after landing. A few times in the past I've been paged at baggage claim.
