I think if there's a will there's a way. If there's money in it for United, it's probably an idea they will consider.
This is a scenario of a crowded flight and harried agents. On this kind of flight I would not bother asking the GA for a favor, I'd just burn an upgrade. The "ask the agent" strategy works only on empty flights when GAs are not overly bothered by PAX requests.
