Hard to know how to interpret this in the case of ORD F LAX Y SJD. On the one hand LAX-SJD seems international by this definition, but the profile's examples don't cover OP's situation.

The only personal experience I have is JFK F LAX Y SNA. In this case, I was given IFL/RCC access at both JFK and LAX.
