It does not quite say that: it says that you can choose remedy 2. But remedy 2 is that Comair will re-route you within a reasonable period of time to the destination shown on your ticket using either their services or those of another airline. There is nothing in this which says that the pax can choose to be rerouted on another carrier: Comair will offer you rerouting on either their services or those of another airline, but it is up to them to decide which and when (provided it is within a reasonable period of time).
In other words, pretty much the same as BA mainline or, for that matter, most other airlines.
