That "be on board" stuff always pops up on my YXE flights. It is sorta a pain because from my end, YXE is just another DC9/E75/CR9 with a 2 hour flight yet they treat it as an international flight and make you be there extra early, check passports at the gate etc. It's probably just for paperwork on their side, but as a passenger it's not logical if you're used to flying domestic.
