As far as transportation is concerned, if price is really a concern there are inexpensive buses from the airport to all the major seaside hotels (but not City Tower).
If you have a lot of luggage, the train is also out. You can put it on a wagon until the entrance to the train station at TLV but the wagon will not enter the station. It is also a PITA to lift the luggage onto a train.
When you get off the train, there will be no wagon available at all.
I agree completely. The City Tower is a reasonably nice hotel and a reasonably good value. Stayed there twice in the past year (alone) and was happy. Also stayed at the Towers with family (wife and kids) and was glad we chose that hotel for that visit, so it depends on the situation/context.
