The choice sort of depends upon the purpose of the visit to Tel Aviv. If it is just an overnight stop to recover from a long overnight flight before connecting to the next flight, then the City Tower is ideal.
If the purpose is to visit the beach, and price is no obstacle, then the Sheraton Hotel and Towers would be preferable.
For me, the cost of local transport to/from the airport is always a consideration. A taxi fare from the airport will cost about $25 each way. The cost of the train fare is about $3
City Tower is also not the place to go if you want to walk around Tel Aviv -- it is just too far away from any place of interest. It is for businessmen, not tourists.
As far as transportation is concerned, if price is really a concern there are inexpensive buses from the airport to all the major seaside hotels (but not City Tower).
If you have a lot of luggage, the train is also out. You can put it on a wagon until the entrance to the train station at TLV but the wagon will not enter the station. It is also a PITA to lift the luggage onto a train.
When you get off the train, there will be no wagon available at all.
