I generally second that opinion, except there not much to walk around or do in that neighborhood. If the weather is nice, they have a nice pool and you can chill at the pool for a while. The rooms are nice and the hotel is 15+ miunutes closer to TLV. However, if the weather is nice, the more you are going to want to be on the beach/ocean.

Sometimes, rate makes the difference, such as the availability of C&P at one hotel (generally the City Tower) versus the other. Overall, though, the Towers on the beach is a fundamentally nicer hotel -- at least one category better.
