Since Delta no longer sends statements and the online statements only cover the last 12 months, it looks like I am out 66K miles just because I can't prove my January 2007 activity. Is there anyway to see beyond the last 12 months of activity? If Delta expiration period is 24 months, why doesn't their web site show the last 24 months of activity?

Welcome to FT!
If your last activity was Jan 2007, shouldn't you miles expire 24 months after, which would be Feb 2009? I am not sure proving that your last activity was Jan 2007 would be enough to reinstate your miles.
Edit to add: Sorry just realized that you mentioned Delta expired miles in Dec. Do you have the documentation of that? If so, you might be able to argue that the miles expired in Dec 2008 instead of March 2008.... kind of an indirect proof
