Here's my guess at what the real situation is:

There are 3 types of rewards - Classic, Priority (or SE IKK or Elite 2x), and Classic Plus.

Classic - D,W space available.

Priority - Available only if plane is not oversold.

Classic Plus - Available if they're still selling tickets (even if plane is oversold.)
