The OP charged (and intended to charge) the cost of the tickets to a credit card. No grounds for dispute there.
OK, there is a customer service issue in the promptness of providing the refund, but that's not a basis for disputing the original charge.
It's not really a dispute of the initial charge, per se, but of the fact that the ticket has been "returned" and no credit issued. I know that American Express allows this sort of "dispute." Not sure about other banks. Also not sure what a reasonable amount of time is to wait before filing the dispute. I would think 10 weeks is more than enough, though.
