You can always ask the floor manager. It depends on the property, and the manager.

Last week at the Mirage they were only rating $25+ per hand at blackjack.
On the other hand, we were staying at the Flamingo and played a lot of $10 roulette, and we were rated the entire time. Got $40 taken off of the already-partially-comped room tab at checkout. Nothing too huge, but for an uber-low roller like myself I was pleased.
