I stayed here about 18 months ago and had a lovely room overlooking the lake, but we were not upgraded because it was very full with vacationers in summer. Here are some things to note:

1. Ask if there are parties going on the "party boat" at the dock while you are there. If it is during an Israeli vacation, beware. The revelers stay up and party all night, basically, so ask for a room away from that area if you are sensitive to that.

2. Many Israelis take their families here during vacations and I saw many orthodox families, so the kashrut standards seem to be ok. That was not of concern to us, and we chose not to eat the morning breakfast buffet--in particular because there were large amounts of kids running around, etc.
We walked over to the little shopping street nearby and found a cafe and had a wonderful, low-priced dairy Israeli breakfast with omlet, cheeses, vegetables, coffee, toast, etc and I remember thinking that it was a great deal.

3. We went to the graves of the famous rabbis, which was surely interesting, and not far away, but we had a rental car, which is probably the way to go around there. We could not read anything on the signs around the graves/memorials since there was not more than one sentence in English, which mystifies me, because there are so many tourists that go there, and there seems to be a lot to read.

4. We drove our rental car (which we had picked up in Jerusalem--with an invaluable GPS system for a minimal extra cost) all around the entire lake, stopping at various historical places in the guidebook we had. Most of these places were important to early Christianity, but the lovely "Sermon on the Mount" church was a great find and really interesting, with a great view, and also the first synagogue in the Capernaum area (Kfar Nahum, I think) was also very interesting archeologically, and if you have kids, would be a fun place to walk around. We attached ourselves to a tour group we found there and learned a lot.

5. We stopped for lunch at Kibbutz Degania, which has a great history and also a nice restaurant. Tour groups all stop there, and the restaurant is huge and has a gift shop, etc., But we ordered the famous St Peter's fish, whole ---and it was quite tasty. We sat away from the tour groups, on the edge of a little pond that the kibbutz put in and birds were swooping in front of the large windows and we had a great time.

So, although there isn't much to do in Tiberius itself, the drive around the lake is recommended--although it will take all day if you stop at the places.
