I had a very similar problem. I bought a refundable (less $200 penalty) WT+ ticket, and canceled and purchased a new ticket. They refunded my taxes, but not the fare. It's been two weeks. I called the US EC number today, and spoke to a very helpful person who said he would send an email to the refunds department and call me in the next 24 hours or so. Maybe you can try calling again, and asking if they can do this for you?

I've had generally good experiences with the EC number, and they actually will call you back.

Seems that something about these refundable tix with the $200 penalty is getting messed up in the refunds process.
