OP, I feel your pain. I once dared to complain in this forum about DL's arbitrary (and firm) limit of max 6 pieces of checked luggage on connection carriers. By the replies, you would have thought I had three heads.
Part of the point there is that perhaps it wasn't so arbitrary. It is fairly common for connection carriers to leave luggage behind.

Congratulations, you just passed Airline Economics 101. ^^ The airline business is, in fact, about maximizing revenue.
Of course this actually smells like a "
we don't want to do it" kind of pricing plan to me. I don't know why Delta wants to discourage people from traveling with 10 pieces of luggage, but that intent seems fairly obvious.
