The impression I get is while moving things to domestic terminals won't happen straight away it is something that they will be moving towards. This is my concept of a common border which seems to be what they're selling here. Then again, with the way our governments who knows what they're thinking.

It will be interesting to see when more real detail is released as at it stands right now there are a lot more questions than there are answers.
