Makes sense to me. And I am sure the cost of setting up the special processing facility will be passed on to the users - so the heralded 30% cheaper fares (from the SMH of today) will be swallowed up in a Macquarie Bank/Airport special Trans Tasman levy. I suspect the end result will be that we won't get to do the Duty Free walk through on arrival (bummer)!
