Completely agree - its far easier to put on more layers if you are feeling cold in a cabin, but if you're like me and have a thermostat built in that runs a few degrees off the norm (i sleep half outside the covers, in a state of....well....as few clothes as publically admitting on a forum will permit, with the window open winter, summer, spring or fall), then a cabin that is too warm is unbearable. My last U/D overnight last year was like that, but i have to say my lower deck CW trip last week was relatively comfortable. The problem is that you cant exactly open a window if you're too warm, and seeing as there are no air blowers for passengers (like you'd get on a s/h aircraft above each seat) you're stuck with your lot if the crew have it cranked up too high.
I think you'll find the US carriers are too frightened to have the cabin too hot in case it cracks the leather-like skin on their geriatric cabin crews
