I just stayed at the Encore and the rooms are all suites and all the same size (within 20 sq. ft. variance). The only advantage of the Tower suites is a much nicer check-in area -- don't under-rate this, the regular check-in is a zoo -- and service. But often the price differential is >USD 200 per night (varies by date and package). Encore is really struggling these days, but Wynn is filling it to 100% capacity, so people who never considered staying there are being booked in (costs less than Hilton much of the time!). Prices are sky high (e.g. shoeshine, generally free at luxury 5-star hotels, cost u0p to USD 25 at Encore). Almost impossible to have any meal for under USD 50 at a hotel restaurant (not surprisingly).
The problem is Encore still has major teething problems. The remote controls in my room were non-functional. Random result from hitting a button. Open the drapes and the lights turn off (or on, etc.). No need to try your luck in the casino, playing with the remote control is enough of a lottery. Video checkout also is non-functional. Lots of little things like that wrong (they were still painting the roof, the construction didn't get done by the opening).
The pool is gorgeous but very small (holds at most 200 people -- for 2000 rooms). This is by design -- they want people elsewhere and not lounging by the pool! But it is still a beautiful hotel and with some great touches for LV. If you want luxury treatment, be a high roller, they are really organized for that and not for paying guests, however.
